Procedure for Raising a Safety Concern

Health, Safety & Environment Guidance
Step 1: Immediate Workface Reporting (Informal Stage)
Action: If you identify a safety concern or hazard within your workface area, report it immediately to your immediate supervisor.
Resolution Time: The supervisor will investigate and attempt to resolve the issue locally and informally. The level of risk will determine the speed of the response.
Escalation: If the supervisor cannot resolve the concern immediately, or if the issue involves an imminent danger, it must be escalated straight away.
Reporting tool: Request that you fill out an insight report in conjunction with your supervisor
Step 1.5: Consult Your Safety Advisor
Action: If your immediate supervisor cannot resolve the concern, or if you require professional technical guidance on the matter, the issue should be referred to a Safety Advisor.
Role: The Safety Advisor provides specialized health and safety expertise to review the hazard, advise on necessary corrective actions, and help facilitate a swift resolution at the local level before formal escalation.
Step 2: Involve Your Accredited Trade Union Safety Representative
Action: If the issue is not satisfactorily resolved by your supervisor or through the guidance of a Safety Advisor, raise the concern with your accredited Trade Union safety representative.
Role: Only safety representatives accredited to your individual contractor/supplier by the designated Union official are recognized to formally take up these duties. They will engage with management on your behalf to review the safety concern.
Step 3: Referral to the Local Joint Health, Safety, and Environment Committee (LJHSEC)
Action: Unresolved safety concerns will be formally referred to the contractor’s LJHSEC.
Function: Each Primary Contractor establishes an LJHSEC to monitor, assure, and review the effective application of health and safety standards within their specific work areas.
Step 4: Escalation to Site Joint Governance (SJHSEC)
Action: If the concern affects wider site operations or cannot be settled at the local contractor level, it is escalated to the project-wide Site Joint Health, Safety, and Environment Committee (SJHSEC).
Function: The SJHSEC monitors and assures the application of required health and safety standards across the entire construction site.
Important Safety Governance & Support
⚠️ Urgent Safety Concerns & Work Stoppages
In the event of an immediate incident or critical danger on site, contractors will use their sympathetic discretion to manage the area safely. If a critical event occurs, permission may be granted for workers in the immediate vicinity to leave the work area without loss of pay and allowances. However, any unauthorised or unofficial stoppages of work are a breach of the contract of employment and agreement, and can result in the withholding of pay, bonuses, and milestone benefits.
The Employment Affairs Unit (EAU): Led by the Client, the EAU oversees the effective operation of the site's health and safety consultation framework, maintaining close working relationships with contractors and Unions to ensure disputes are avoided and safety standards are strictly maintained.
Consensus-Based Decisions: All joint safety bodies operate on a principle of consensus to find mutually agreed solutions; no safety or industrial relations decisions are made by a majority vote.
